# CISA KEV Alert: Two Critical PHP Vulnerabilities Demand Immediate Action

CISA has added two actively exploited PHP vulnerabilities — CVE-2026-109618 (PHP Memory Corruption) and CVE-2026-109619 (PHP Stale Internal Request-State) — to its Known Exploited Vulnerabilities Catalog, simultaneously updating its PHP security advisory to flag both as requiring immediate patching.

What Happened and What the Rules Now Require

The two newly catalogued vulnerabilities affect PHP, a runtime environment that underpins a significant share of web-facing infrastructure across both public and private sectors. CVE-2026-109618 involves a memory corruption condition that can be triggered remotely, while CVE-2026-109619 relates to stale internal request-state handling — a class of flaw that attackers have historically chained with other weaknesses to escalate privileges or execute arbitrary code.

By adding these to the KEV Catalog, CISA is also invoking Binding Operational Directive (BOD) 26-04, which formalises vulnerability management obligations for Federal Civilian Executive Branch (FCEB) agencies. BOD 26-04 prioritises rapid remediation of high-risk CVEs listed in the KEV Catalog — particularly those on publicly exposed assets where successful exploitation grants total control of the affected system. Critically, the directive also requires agencies to determine whether a threat actor compromised the system before a patch was applied, not just after.

Even if your organisation sits outside the federal perimeter, the KEV Catalog functions as the industry's most authoritative signal of real-world exploit activity. Regulators and auditors across NIS2, ISO 27001, SOC 2, HIPAA, and PCI DSS increasingly reference active exploitation evidence when evaluating whether organisations exercised reasonable due diligence.

Why This Matters Beyond the Federal Perimeter

PHP's ubiquity means the attack surface is enormous. Threat actors don't restrict their targeting to .gov domains — they scan opportunistically. A memory corruption vulnerability in an unpatched PHP instance on a public-facing application server is a credible path to data exfiltration, ransomware deployment, or persistent access.

From a compliance standpoint, the stakes are equally serious:

Failing to act on a catalogued, actively exploited vulnerability is difficult to defend during a post-incident review or regulatory audit.
